The advisory committee already had previously recommended razing the building, but reaffirmed that at its March 12 meeting, according to a letter from chairwoman Bonni Jensen.
In February, architect Alexis Knight had told the commission that just renovating the building would cost $2.5 million to $3 million.
That and an internal assessment made by the city last year “supports a decision to rebuild as a more cost-effective and permanent solution,” Jensen wrote.
