Pet Sales Slowly Being Banned in Broward and Palm Beach

As the article notes, Lake Worth is one of the south Florida communities that adopted the ban on commercial pet sales. If you read the article, it really isn't known if such laws are effective or not, but that doesn't stop communities from adopting "feel good" laws that play to constituents' pet sensitivities. Coconut Creek joined places like Hallandale Beach, Margate, Lake Worth, and Lauderdale Lakes in enacting the law.
Specifically, the law says that only hobby breeders, who sell a minimum of one litter per animal a year, are allowed to sell cats and dogs in a city.
