Click here and then go to the 38:00 mark.  You will hear the end of public comment and then the Mayor explains her position on the issue around the 42:00 mark.  Essentially she is saying that the salary increase is linked to the extended three year term idea.  That to ask someone to serve for two years at the current salary is one thing, but to ask them to serve one more year at that salary is "unfair."
