Casino Building NEW Construction Pics - 9/23

 These are from the latest City Manager's Report from 9/23.  Notice that the two pictures above and below are the only parts of the old building that remain.  It seems that the city is placing some editorial emphasis on them.  I wonder why?  This is the 4% of the building that remains, according to the Inspector General's report.
