Does anyone know if any changes will apply to local races? A good summary is provided in the article about how many and what percentage of the total were "maxed out" contributors in previous races. And why don't we look at what $500 in today's dollars was worth in 1992, rather than the other way around? $500 in 2013 has the same buying power as $300.30 in 1992.
