One of the reasons to have a CRA is its ability to leverage a small public investment as a catalyst for a larger project. Here, Boynton's CRA tried to do with that with a small, but strategic parcel, that would have been tied to a larger project and the CRA would provide for the public facility (parking) to support the project. In this example, the equation just did not work for all parties at the table. A CRA's chief aim is the reduction/elimination of slum and blight conditions within its boundaries.
