Yet another legacy from the Stanton-knows-best era.  I know people who have tried to use the meters and end up paying $12 to park - meaning to pay only for an hour so they can eat at Benny's.  Others don't pay at all and don't seem to get tickets - yet.  The instructions would have the same usefulness if they were in Chinese.  Click title for link.
